What Is The Federal Road Safety Corps – FRSC All About?

The Federal Road Safety Corps was created in February 1988 by the Federal Government through Decree No. 45 of 1988 as amended by Decree 35 of 1992.

However, the law guiding the FRSC, the FRSC Act cap 141 Laws of the Federation of Nigeria (LFN), was passed by the National Assembly as Federal Road Safety Commission (establishment) Act 2007.

After its formation, the commission has been working towards creating a safe motoring environment in Nigeria.

What Are The Functions Of The FRSC?

In line with the commission’s vision and mission, the FRSC carry out the following responsibilities:

  • Prevention or minimization of accidents on the highway;
  • Clearing obstructions on any part of the highways;
  • Educating drivers, motorists  and other members of the public generally on the proper use of the highways;
  • The design and production of the driver’s license to be used by various categories of vehicle operators;
  • To determine from time to time, the requirements to be satisfied by an applicant for a driver’s licence;
  • To design and produce vehicle number plates
  • The standardization of highway traffic codes;
  • To give prompt attention and care to victims of accidents
  • To conduct research into causes of motor accidents and methods of preventing them and putting into use the result of such research;
  • The determination and enforcement of speed limits for all categories of roads and vehicles and controlling the use of speed-limiting devices;
  • Cooperating with bodies or agencies or groups in road safety activities or the prevention of accidents on the highways;
  • To make regulations in pursuance of any of the functions assigned to the Corps by or under this Act.
  • To regulate the use of sirens, flashers and beacon lights on vehicles other than ambulances and vehicles belonging to the Armed Forces, Nigeria Police, Fire Service and other Para-military agencies;
  • Providing roadside and mobile clinics for the treatment of accident victims free of charge;
  • To regulate the use of mobile phones by motorists;
  • To regulate the use of seat belts and other safety devices;
  • Regulating the use of motorcycles on the highway;
  • The maintenance of the validity period for drivers’ licences which shall be three years, subject to renewal at the expiration of the validity period

While exercising their functions, members of the Commission have the power to arrest and prosecute persons reasonably suspected of having committed any traffic offence.

The Organizational Structure Of The FRSC

At its creation, the FRSC was headed by the Chairman. At the same time, the Director of the Organization and Chief Executive, who is also a commission member, heads and oversees the day-to-day administration of the Corps. However, Decree 35 of 1992 changed this designation to Corps Marshal and Chief Executive.

It is equally important to note that the Corps has made several structural reforms. These reforms optimise the organization’s resources to achieve greater productivity in proactively responding to existing demands.

As a result, the Corps’ structure has transformed from six (6) directorates in 1988 to eleven (11) departments in 2003. However, the structure has been reduced to eight (8) departments as currently constituted.

FRSC Headquarter And Zonal Commands

The National Headquarters of the Federal Road Safety Corps was first located in Ibadan before moving to Gbagada, Lagos. The National Headquarters of the Corps was moved from Lagos to Abuja in 1992.

The number of zonal commands has continued to change according to the requirements of the time. The number of zone commands has increased from five (5) to ten (10) and has been reduced to eight (8). Furthermore, two other zonal commands were created in 2000, bringing the number to twelve (12).

However, following its de-merger with the Nigerian police, a realignment exercise was carried out, which resulted in the relocation of some Zonal Command headquarters to meet the needs of the Corps.

On the other hand, the number of sector commands continued to increase with the creation of the state, while the number of unit commands increased from less than 20 in 1994 to 164 in 2010.

Federal Road Safety Corps – FRSC Administration

Federal Road Safety Corps is statutorily placed under the Presidency, with the Office of the Secretary to the Government of the Federation (SGF) as the Supervising Authority.

The governing board is responsible for the policymaking and administration of the Federal Road Safety Corps. On the hand, the FRSC management is responsible for the day-to-day running of the commission under the Corps Marshal and Chief Executive.

The Federal Road Safety Corps -FRSC Recruitment 2024 – 2024

If you want to serve in the FRSC, this is for you. The Federal Road Safety Corps conducts a recruitment exercise each year to admit more members to the commission.

FRSC Recruitment Requirement 2022

To apply for the FRSC recruitment, applicants must meet the required eligibility criteria and provide the necessary documents.

  • Be Nigerians by birth.
  • Not be below 18 years or above 30 years old as at the time of application (A maximum of 35 years will be considered for Medical Doctors)
  • Be single.
  • No more than 1.68 metres for males and 1.63 metres for females in height.
  • Men must have a fully expanded chest measurement of not less than 0.87 metres.
  • Be physically and mentally fit for paramilitary activities.
  • Provide a certificate of medical fitness from a government hospital.
  • Applicants must be of good character.
  • Be free from any form of financial embarrassment
  • Finally, applicants must not have been convicted of any criminal offences.

General Requirements

Basically, to apply for the FRSC recruitment, interested applicants must meet the following criteria:

  • Computer literacy and possession of a valid driver’s licence are added advantages.
  • Any certificate or qualification not declared or submitted during the recruitment process cannot be subsequently presented for career progression in the corp.
  • Anyone found to have submitted a false document would be disqualified and prosecuted.
  • Double entries lead to disqualification.
  • Shortlisted applicants would be required to take a computer-based examination to be conducted by JAMB.
  • Shortlisted applicants must undergo a drug test with the National Drug Law Enforcement Agency (NDLEA).
  • If shortlisted, applicants must come with a printout of their forms and acknowledge them.
  • Also, this exercise attracts no Fee.

Educational Requirement Of FRSC

Basically, to apply for the FRSC recruitment, you will need a Senior Secondary School Certificate and a higher education certificate.

Below is a Breakdown of the certification:

Senior Secondary School Certification

  • West African School Certificate (WASC) or Senior Secondary School Certificate (SSSC) with Credits in not less than three (3) subjects, including English, and at least passes in two (2) other subjects; or
  • National Examination Council (NECO)/General Certificate of Education (GCE) Ordinary Level with passes in four (4) subjects obtained at one sitting or five (5) subjects obtained at two sittings, including the English Language).

Higher Education Certification

  • National Diploma (ND) obtained from a recognized institution.
  • National Certificate of Education (NCE) from a recognized institution; or
  • General Certificate of Education (Advance Level) in two (2) subjects obtained at one sitting or three (3) subjects obtained at two sittings).

FRSC Available Positions And Their Requirements

Aside from the general FRSC recruitment requirements, the available positions also have specific requirements.

First Category – RMA Cadre

Applicants must hold an SSCE (WAEC/NECO) or NABTEB. Also, two of the subjects must be English Language and Mathematics.

Applicants must hold at least three (3) credits in SSCE (WAEC/NECO) or NABTEB, and one of the credits must be in the English Language.

Artisans and tradesmen include Computer Operators, Drivers, Mechanics, Motorcycle Riders, Electricians, Instrumentalists, Tailors, and Plumbers.

Typically, those applying for these posts must possess the following:

  • At least 4 passes in SSCE (WAEC/NECO) or NABTEB.
  • Trade Test or other professional Certificates.
  • In addition, Drivers and Riders must have the appropriate class of Driver’s Licence

Second Category – MI Cadre

Interested applicants must have the following:

  • Higher National Diploma (HND) in relevant disciplines.
  • NYSC Discharge Certificate.
  • In addition, a Statement of Results not more than 5 years
  • Nigerian Certificate of Education (NCE) in relevant disciplines.
  • Registered Nurse/Midwife (RN/RM).
  • Statement of Result not beyond 5 years
  • National Diploma (ND) in relevant disciplines.
  • National Diploma in Community Health Extension Work.
  • Statement of Result not beyond 5 years.

Third Category – Officer Cadre

Interested applicants must have an NYSC Discharge Certificate and also a Bachelor’s degree from a recognized institution of higher learning in any of the following disciplines:

Fourth Category – Officer (MBBS) Cadre

Interested applicants must have the following disciplines:

  • Bachelor’s Degree from a recognized institution of higher learning in Medicine
  • NYSC Discharge Certificate.

Firstly, the FRSC recruitment application must be online. To apply, applicants are expected to:

  • Log in to the website. 
  • Fill out and submit the application form online via the FRSC recruitment portal.
  • In addition, applicants are advised to print out the Referee forms, which must be duly completed for submission during screening.
  • Candidates should also NOTE that multiple applications will automatically be disqualified.
